Your Area of Work 

To ensure the activities of Clearstream Banking Luxembourg S.A. (“Clearstream”) are conducted in accordance with applicable laws, regulations, circulars, and directives; and focus on regulatory and policy requirements applicable to Clearstream’s global customer base, products and services with the mission to ensure that Clearstream maintains high standards of practice in the eyes of the customers, the public and the authorities in the markets that it serves.

Overall role is to assist the Chief Compliance Officer (CCO) and Head of Compliance Asia & ME for Clearstream with the requirements of the Luxembourg, Singapore, Dubai, Hong Kong, Australia and Japan regulatory and AML Laws and company policies.

                 

Your Responsibilities 

Regulatory Compliance:

  • Implement and execute the CBL Quality Assurance program that covers all essential Compliance topics for 1LoD and 2LoD;
  • Implement and monitor the CBS Data Protection program as the second line of defense;
  • Handle queries and information requests from the authorities in a timely manner;
  • Provide advisory support and gaps analysis in regulatory compliance matters including the analysis of local news or revised regulatory requirements;
  • Ensure regulatory compliance of the Branch with Singapore banking laws in general and regulations related to Wholesale Banking License, Recognized Clearing House and Personal Data Protection Act in particular;
  • Monitor all relevant national and international regulatory changes in Dubai, Hong Kong, Australia and Japan, and always ensuring compliance;
  • Ensure all MAS licensed representatives provide their annual declarations on a timely basis;
  • Ensure the Company’s risk assessment framework is maintained and up to date, eg. Legal Inventory;
  • Provide Compliance training to new employees;
  • Work closely with Compliance teams at the Head Office and Clearstream regional offices in handling BAU tasks which may include the need for alignment;
  • Provide guidance to other Compliance officer(s) in the discharge of compliance duties and responsibilities;
  • Support ad-hoc projects related to Compliance topics.

 

Reporting and Governance:

  • Adhere to the required Compliance governance for the Branch, ensuring open communications with Clearstream Asia and Head Office Compliance;
  • Provide support in regulatory reporting and perform certain periodic/ad-hoc reporting to authorities;
  • Assist in performing periodic review of the Branch’s compliance manuals and ensure they are aligned with CBL Compliance procedures;
  • Prepare for Monthly Compliance meetings and take minutes;
  • Submit regulatory reports on a timely basis;
  • Prepare reports for the respective committees within the defined frequencies;
  • Handle internal and external audits;
  • Review audit and regulatory findings; provide support, in consultation with Asia Compliance, to draft appropriate response and development of remediation action plan;
  • Provide relevant information for audits and regulatory visits.

 

Other Responsibilities:

  • Providing cover in the absence of Compliance colleague(s) in their assigned areas, e.g. providing response to regulator’s request for information after seeking the consent of the Head of Compliance Asia & ME.
  • Act as Compliance support and advisory assistance to first line of defense employees and management for any questions related to Compliance;
  • Represent Clearstream Compliance in internal committees, in local industry forums and when required, liaise with external parties such as legal advisors, business partners, auditors, regulators and customers; and
  • Other duties that may be assigned by CCO or Head of Compliance Asia & ME from time to time.

 

Your Profile 

  • Years of experience: At least 7 to 10 years of work experience - Minimally 7 years in compliance Educational Qualifications: University degree
  • Strong working knowledge on banking regulations and compliance guidelines in Singapore.
  • Proficiency in written and spoken English; proficiency in any other languages would be an additional benefit.
  • Advanced skills in MS Word, Excel and Co-Pilot.
  • Exposure to Financial International Sanctions will be an asset.
  • Excellent understanding of AML/CFT and KYC regulations on Credit Institutions, knowledge of cross-border and (International) Central Securities Depository (I)CSD is a strong plus.
  • Strong analytical, organizational and communication skills; able to ensure proper and accurate documentation of decision-making, and present complex matters in a clear and comprehensive way.
  • Good communication skills with the ability to communicate effectively across time-zones and different cultural backgrounds.
  • Highly motivated team player who thrives in an international work environment and possesses a global perspective. Ability to understand and transform complex data and produce meaningful analytics.
