Your area of work
Within Clearstream, Global Markets – Network Management is responsible for managing Clearstream’s worldwide network of financial market infrastructures and service providers, including central securities depositories, custodian banks, cash correspondent banks, and trading venues.
The main responsibilities of Network Management are to select, develop and monitor the global network of third-party service providers for settlement, custody and cash correspondent banking services. The work includes notably the continuous assessment of the levels of service, competitiveness and the associated risks of those markets where Clearstream operates a link. Network Management also ensures at all times compliance with Clearstream|Deutsche Boerse’s policies and procedures and their regulatory requirements applicable to the management of its market links and agent bank network.
The Network Management Office (NMO) is a transversal control, coordination and governance function that supports and oversees the Network Management teams globally. Its mandate is not market ownership, but process integrity, consistency, regulatory compliance, and operational resilience across the entire Network Management function. This is a cross‑functional role combining governance, process management, regulatory awareness, audit coordination, and stakeholder interaction.
Your responsibilities
- Establishing and monitoring the contractual relationships with Clearstream’s third party providers, from leading the RFIs/RFPs to concluding contracts
- Reviewing and negotiating fee schedules, taking into account the market specifics and competition
- Monitoring compliance with all applicable market and regulatory requirements
- Monitoring adherence to operational service levels, from a contractual and competitive standpoint
- Sourcing and communicating all information about allocated markets in a timely and relevant fashion, for all stakeholders
- Performing on-site due diligence visits (a few business trips per year may be necessary)
- Maintaining the evaluation of the market requirements and their risk assessments
- Representing and advocating for Clearstream|Deutsche Boerse in forums and in the interactions with all layers of the markets: participants, regulators, infrastructures, etc.
- Business analysis of Settlement and Custody related products
- Cross-departmental coordination of market developments/projects
Network Management Office Tasks
- Governance & Oversight: providing a centralised governance and control over the above-mentioned Network Management activities to ensure execution of the Network Management Procedure, acting as a control and coordination layer between regional Network Management teams and other internal stakeholders (audit, compliance, etc).
- Procedures & Regulatory Alignment: responsible for the administration, maintenance and consistency of Network Management procedures that are filed with Clearstream’s regulators, coordinating annual and adhoc updates and ensuring the audit and regulatory requirements are correctly documented.
- Audit & Assurance Support: act as the central audit interface for Network Management, coordinating external and internal audit requests and ensuring evidence, documentation and controls are consistently available.
- Process Coordinationg & Steering: organise and coordinate Network Management Steering Committees in order to facilitate internal alignment on processes, controls and priorities, supporting the escalation and alignment of transversal issues affecting the Network Management team as a whole
Systems & Data Governance: supporting the consistent usage of the Network Management system (DigiNet) plus other systems and tools available to the team, to ensure quality data standards and disciplined documentation storage practices

- Strong written and verbal communication skills
- Confidence interacting with senior stakeholders and control functions
- Strong negotiation, presentation and analytical skills, enabling the interactions with all levels of management, internally and with clients and service providers.
- Ability to represent Clearstream|Deutsche Boerse’s agenda and interests with industry participants and bodies, including the relevant regulators.
- Ability to set and prioritize objectives, to contribute to the wider departmental and organisational objectives, to proactively source, interact or develop talent, collaborate with the team and across the company. Able to work independently, be a team player, and offer up effective recommendations to management or counterparts.
- Understanding of compliance with regulations applicable to securities and cash services, remaining current as regulatory agendas evolve.
- Very comfortable and effective at running meetings, interfacing in culturally diverse environments, with teams and colleagues working across multiple time zones, and with global partners and clients.
