Securities Administrator, International Issuance Office (f/m/d)
Date: 11 Jun 2026
Location: Luxembourg, LU
Company: Deutsche Börse Group
Your area of work:
The Centre of Competence (CoC) is the operational transformation function within Digital CSD Operations. It sits within the Governance Hub and is composed of senior operations professionals who have transitioned from executing business-as-usual activities to designing, developing, and embedding the future operating model.
This is a change-oriented expert position. The Senior Securities Specialist holds deep domain knowledge of international securities issuance and uses that expertise to drive automation, shape operational standards, and enable the Delivery Hub in Prague to perform at the highest level. The person in this role defines how work is done — not does the work themselves.
The CoC operates at the intersection of operations, technology, and regulation. Members of this team are the primary interface between business operations and product, IT, and regulatory developments — translating complex change into operational reality.
While the primary focus of this role is change and competence development, the jobholder is expected to maintain sufficient operational depth to provide authoritative guidance to the Delivery Hub and to support operational continuity in exceptional circumstances.
Your responsibilities:
Automation & Innovation
- Own and drive the operational innovation pipeline for international issuance
- Identify automation opportunities, define business requirements, and set quality standards for change delivery
- Lead the design and validation of automated workflows for securities code opening and reference data enrichment
- Maximise straight-through processing (STP) rates through automation
- Act as the primary operational voice in automation and digitisation projects (e.g. CORA and D7)
- Ensure technology solutions reflect operational reality and regulatory requirements
- Define and maintain operational readiness standards for new automated capabilities prior to production deployment
Delivery Hub Enablement
- Serve as subject matter expert and primary escalation point for complex operational cases handled by the Prague Delivery Hub
- Provide expert guidance rather than direct execution of tasks
- Design and deliver structured knowledge transfer programmes to build sustainable capability in the Delivery Hub
- Reduce dependency on Governance Hub intervention over time
- Develop and maintain operational procedures, process documentation, and training materials aligned with best practices and regulatory requirements
- Monitor exception patterns and quality issues, identify root causes, and drive systemic improvements
Change Management & Business Testing
- Lead business acceptance testing for new operational capabilities
- Own test scenario design and sign-off on operational readiness
- Represent operational interests in project workshops and working groups with Product Management and IT
- Manage operational impact assessments for regulatory, depository, and market structure changes
- Drive operational representation in Sales Growth initiatives
- Translate business requirements into operational feasibility assessments and implementation plans
Regulatory & Market Expertise
- Maintain expertise in international primary market standards (Numbering Agency guidelines, ICMA, ISMAG)
- Translate regulatory developments into operational requirements
- Own the operational framework for review, creation, and assessment of complex international issues and LuxCSD eligibility
- Cover NGN/NSS structures and ECB eligibility criteria
- Process complex queries independently in a professional and timely manner (internal and external, including LuxCSD-related topics)
- Build and maintain a strong professional network with market participants, issuing agents, and industry bodies
- Act as a point of reference for internal and external stakeholders
- Independently update internal procedures to reflect operational and regulatory developments
Your profile:
- University degree, or comparable qualifications or relevant banking experience
- Strong understanding of financial markets and instruments
- 4-5 years expertise in international primary market issuance processes and CSD infrastructure
- Proven experience in change delivery (business analysis, process design, testing, or transformation roles) in addition to operational expertise
- Strong knowledge of relevant regulatory frameworks (e.g. CSDR, ICMA standards, LuxCSD eligibility rules)
- Strong analytical skills with the ability to think in systems and processes and identify structural improvements and automation opportunities
- High level of accuracy, flexibility, and strong organisational and communication skills
- Consulting mindset: ability to advise, enable, and transfer knowledge rather than execute tasks
- Ability to work independently and drive topics to completion without close supervision
- Strong customer focus and ability to represent operations externally with market participants
- Ability to work under pressure and meet deadlines
- Adaptability in a constantly changing environment
- Willingness to take responsibility and escalate risk where necessary
- Proactive attitude with strong initiative and commitment to continuous learning and development
- Fluency in written and spoken English
